North Dakota Carbonsafe Phase III: Site Characterization and Permitting

The Energy & Environmental Research Center (EERC) is aiming to expedite the widespread adoption of carbon capture, utilization, and storage (CCUS) technologies by identifying two viable commercial-scale storage sites within a storage complex in central North Dakota. The goal is to provide safe and cost-effective solutions for the permanent sequestration of approximately 3.1 million metric tons of CO2 emissions annually captured from Unit 2 of the Milton R. Young Station (MRYS), a 455-megawatt facility near Center, North Dakota.

The primary focus of Phase III, which encompasses site characterization and the permitting process, involves conducting geophysical surveys, including seismic and electromagnetic surveys, as well as drilling a well for geologic characterization. Additionally, the EERC intends to conduct a small-scale CO2 injection test to evaluate the injectivity of the target formation.

The data and insights gained from these characterization activities will be instrumental in compiling the Environmental Information Volume (EIV). The EIV will be a critical document in determining whether the project will require an Environmental Assessment (EA) or an Environmental Impact Statement (EIS), which are essential steps in the environmental permitting process. This comprehensive approach is designed to ensure that the CCUS project not only meets regulatory standards but also aligns with environmental safety and public interest.
